This book is primarily a collection of classified documents seized by Israël at the PLO Headquarters in Sidon, South Lebanon, during the Peace for Galilee campaign (June-September 1982). These documents were carefully selected from the vast archives of the PLO due to their lasting political significance. Other documents which had only an immediate operational import have not been included. The documents reveal the ramified network of PLO ties with the Communist, Arab, Islamic and Third Worlds and the multi- faceted activities of that organization in the political, ideological, military, administrative and diplomatic domains and throw light on the intentions, commitments and personal make-up of this Palestinian leadership.
Apart from the original written documents, whose facsimiles appear in the book, translated, annotated and put in context, a chapter of oral reports has been added depicting PLO activities in Southern Lebanon and the relationship it developed with the local Lebanese population.
Combined together, the written and oral documents provide an amazing and for the most part little-known maze of information on the seven-year PLO virtual occupation of large parts of Lebanon, the mechanics of the 'state within a state' that the Palestinians cultivated in the South, and the growing antagonism which was generated as a result between Palestinians and Lebanese.
